The Haga Initiative has responded to the consultation on the European Commission’s proposal to amend the EU Climate Law and the EU’s 2040 climate target, KN2025/01524.

The European Commission has presented a proposal for a 2040 climate target that entails a net emissions reduction of 90 percent by 2040 compared to 1990 levels. This is in line with already adopted ambitions for the existing climate targets for 2030 and 2050. However, this goes against the position of the EU’s Scientific Advisory Board on Climate Change, which has concluded that an increase in ambition is needed to meet the Paris Agreement. The committee has urged the EU to raise its climate ambitions beyond the business-as-usual scenario in order to achieve the goals of the Paris Agreement. Current efforts are deemed insufficient to limit warming to 1.5 degrees. The committee emphasizes the need for faster emissions reductions and stronger climate policies across the Union.
The Haga Initiative has previously supported the idea that the EU should set a target for 2040 of at least a 90 percent net emissions reduction compared to 1990 levels. An ambitious target offers long-term predictability for businesses, creates an innovation-friendly business climate, and drives investment in low-carbon technologies.
